In January 2013 work started on negotiating an Interagency Co-Management Agreement between Washington State Parks and the Fort Worden PDA. To make it easy to find all versions will be listed at the top of the Archive of PDA documents section until the process is complete. Each version will also be listed under the meeting where it is discussed. The Final Draft of the Fort Worden Business and Management Plan adopted by the FWPDA Board on October 9th and accompanying documents were submitted to the State on October 12, 2012. All Draft versions of the Business Plan are available in the Archive of PDA documents section of this page. Documents related to earlier meetings are in the Minutes from PDA meetings section. The following meetings are currently scheduled. Effective March 2013 through the end of the year, the monthly FWPDA Board meetings will be the 2nd Wednesday of each month. Please check back as the meeting schedules and locations may change. Additional meetings will be listed as they are scheduled. Coffee and food are available before the meetings at Local Goods in the Commons (7AM-5PM daily).
At each of the Commission meetings where it's appropriate, there will be a PDA/FW update. The Commission meetings last 2 days, with day 1 being a work session and day 2 being the actual meeting. In addition, State Parks (not the Parks Commission) plans to hold a public meeting in Port Townsend to review the PDA/SP draft management agreement. Meeting date still to be determined. The Sept 12, 2012 version of the Draft Business Plan (3,536KB) was updated with items from the Board Meeting and the Public Forum after the September 6 Forum. Initial reviews of the August 23 revision of the DRAFT Business Plan were received from Rick McPherson, the Independent Business Plan Consultant and from the State Office of Financial Management (OFM). They arrived late in the Business Plan revision process, but some of their concerns were able to be addressed in this version, others will be in the next revision. Thursday August 23, 2012: The Revised Draft version (3,202 KB) of the PROS Consulting Fort Worden State Park Business and Management Plan is available for download. The Fort Worden Public Development Authority has responded to the Washington Federation of State Employees' position paper on the Fort Worden Long Range Plan. The full text of the WFSE position paper is included. FWPDA responses are in bold type within the text. A letter from the Port Townsend City Manager and updated data from some of the Partners are posted in a second document. On page 6 of the FWPDA response, there was a word missing ("explore") in the second sentence of the response at the bottom of the page. It should read: "Instead the Parks Commission and the FWPDA have both formally agreed to explore a co-management model in which Parks still manages the traditional park functions and the FWPDA manages the conference center and lifelong learning aspects of the park." The FWPDA response has been reposted with the correction which is highlighted in the document. The document has also been split into two parts, part 1 is the FWPDA response, part 2 is the City of Port Townsend and the Partners' responses.
Public input sought by PDA Business Plan Consultant
The Fort Worden Lifelong Learning Center Public Development Authority (PDA) has begun the process of developing a business plan that will eventually be presented for consideration at the Washington State Parks and Recreation Commission meeting on October 25th in Vancouver WA. The FW PDA has hired PROS Consulting to perform this work for them and Brian Trusty is the project manager responsible for pulling together the plan. The FW PDA and Brian are both interested in ensuring that you have an opportunity to contribute to the plan by means of providing insight regarding your priorities, values and thoughts on the subject of the PDA being a potential management partner with Washington State Parks at Fort Worden. Brian facilitated a public meeting on July 25th from 7 PM to 9 PM in the Pope Marine Building in downtown Port Townsend. The following documents are from the Public Meeting:

The State Operating Budget passed by the 2011 Legislature and re-affirmed in the 2012 Supplemental Operating Budget contains a proviso mandating that the Washington State Parks and Recreation Commission submit a report to the Office of Financial Management. The proviso directs the Commission to detail in the report its progress toward making the park system self-supporting and outlining any additional statutory changes needed for successful implementation.
State Parks asks public to weigh in Fort Worden- June 10, 2012 - Should the State Parks system operate more like an enterprise-based hospitality industry, a public conservation asset based mostly on grant and tax funding - or perhaps a system of parks freely standing as community non-profit entities? What do people love about their park system, and what improvements need to be made? These and other questions are being considered and discussed as part of a broad public outreach effort by Washington State Parks and Recreation Commission staff. About 45 people attended the June 10th meeting at Fort Worden. Much of the Fort Worden meeting centered around discussing Parks' proposed Transformative Strategy, which included an in-depth review of its Strategic Alternative Analysis. The Strategic Alternative Analysis and other information is on the State Parks Beyond 2013 web page. Documents with public comments have been added on August 7, 2012. The Washington State Parks Commission meeting in Yakima on May 24, 2012 included a report (no Action to be taken) "on the status of conversations with the Fort Worden Lifelong Learning Center Public Development Authority and other stakeholders regarding the future of Fort Worden State Park." At the meeting we will also be reviewing the RFQs we receive for the business plan consultant. The Executive Committee will be reviewing the RFQs on Tuesday afternoon and will bring a recommendation to the full board on Wednesday morning. The request for RFQs is on the fwpda website if you want to review it again prior to the meeting. The advertisement for RFQs was published in the Daily Journal of Commerce on Monday, May 21. Item 5 and 6 are background. Item 5 contains a State Parks staff presentation on fees and an outline on the transformative strategy that State Parks will be discussing around the state this summer. The last 7 pages are slides the PDA presented at the Commission meeting in Yakima on the 24th. Item 6 is a summary on the potential for philanthropic fundraising opportunities to help State Parks raise money to offset its general fund cuts.
