Executive Committee Meetings are normally held in Building 262 (near JFK) unless otherwise announced.
  • Hospitality Committee Meetings: Usually 2nd and 4th Wednesdays, 3-5 PM.
  • Marketing Committee Meetings: Usually 2nd and 4th Fridays, 8:30 AM.
  • Technology Committee Meetings: As needed/TBA.

At each of the Washington State Parks Commission meetings where it's appropriate, there will be a PDA/FW update. The Commission meetings last 2 days, with day 1 being a work session and day 2 being the actual meeting. Please check the State Parks Commission website for locations and agendas.

The Fort Worden Public Development Authority (FWPDA) is a municipal entity that will manage the built campus area of Fort Worden State Park beginning May 1, 2014. The FWPDA, in partnership with Washington State Parks, will oversee guest services including accommodations in the built housing units, reservations for the entire Park, other visitor services and custodian services. Under the direction of General Manager Michael Deighton, several hospitality positions are now open to interested applicants.

Applications will be accepted until April 1, 2014* and will be reviewed by a three-person committee. Finalists will be interviewed in early April. Successful candidates will be extended a job offer by April 16. Employment will begin as early as April 21, with remaining positions beginning May 1. Full-time positions include an employee benefit package with cost-shared health insurance, generous paid time off and paid holidays, and option to participate in the Washington State Deferred Compensation Program for retirement. The FWPDA is an Equal Opportunity Employer.

Washington State Parks and the Ft Worden Public Development Authority are now accepting applications for a citizen member to represent regional and state wide interests on the Fort Worden Coordinating Committee. The purpose of the committee is to review and monitor the overall operation and co-management of the Ft Worden Campus, as well as, to provide financial and policy recommendations affecting the operation of the Campus.

This is a volunteer, non-compensated position serving a two year term. The member will be obligated to attend a minimum of four quarterly meetings held in the Port Townsend Area. Current FWPDA Board members, Partner Representatives or Campus tenants, and current Washington State Park employees do not qualify for this position. December 20, 2013: REQUEST FOR PROPOSALS – STRATEGIC MARKETING PLAN. Submittal period is closed effective January 17, 2014.

The FWPDA is seeking a qualified firm to provide assistance in creating a Strategic Marketing Plan. This plan would utilize recent research on geographic and demographic markets of greatest benefit to Fort Worden State Park. The plan will provide recommendations on short-term and long-term branding and marketing goals of the FWPDA and develop strategies to increase the level of group, small conference and independent and leisure travelers to Fort Worden.

In January 2013 work started on negotiating an Interagency Co-Management Agreement between Washington State Parks and the Fort Worden PDA. September 17, 2012 version (3,328 KB) of the Draft Business Plan.
The Sept 12, 2012 version of the Draft Business Plan (3,536KB) was updated with items from the Board Meeting and the Public Forum after the September 6 Forum. Initial reviews of the August 23 revision of the DRAFT Business Plan were received from Rick McPherson, the Independent Business Plan Consultant and from the State Office of Financial Management (OFM). They arrived late in the Business Plan revision process, but some of their concerns were able to be addressed in this version, others will be in the next revision. You may download their comments and the CV of Rick McPherson.

Thursday August 23, 2012: The Revised Draft version (3,202 KB) of the PROS Consulting Fort Worden State Park Business and Management Plan is available for download. The Fort Worden Public Development Authority has responded to the Washington Federation of State Employees' position paper on the Fort Worden Long Range Plan. The full text of the WFSE position paper is included. FWPDA responses are in bold type within the text. A letter from the Port Townsend City Manager and updated data from some of the Partners are posted in a second document. On page 6 of the FWPDA response, there was a word missing ("explore") in the second sentence of the response at the bottom of the page. It should read: "Instead the Parks Commission and the FWPDA have both formally agreed to explore a c-management model in which Parks still manages the traditional park functions and the FWPDA manages the conference center and lifelong learning aspects of the park." The FWPDA response has been reposted with the correction which is highlighted in the document. The document has also been split into two parts, part 1 is the FWPDA response, part 2 is the City of Port Townsend and the Partners' responses.
Public input sought by PDA Business Plan Consultant

The Fort Worden Lifelong Learning Center Public Development Authority (PDA) has begun the process of developing a business plan that will eventually be presented for consideration at the Washington State Parks and Recreation Commission meeting on October 25th in Vancouver WA. The FW PDA has hired PROS Consulting to perform this work for them and Brian Trusty is the project manager responsible for pulling together the plan. The FW PDA and Brian are both interested in ensuring that you have an opportunity to contribute to the plan by means of providing insight regarding your priorities, values and thoughts on the subject of the PDA being a potential management partner with Washington State Parks at Fort Worden. Brian facilitated a public meeting on July 25th from 7 PM to 9 PM in the Pope Marine Building in downtown Port Townsend.

(August 15, 2012) The FINAL report dated August 13, 2012 from State Parks to the Office of Financial Management on the State of State Parks is available on the State's server and from our server (628 KB). This 37 page document concerns the State Park system as a whole, not specifically Fort Worden. We still have the DRAFT report too (673 KB). A brief quote is included below:

Executive Summary
The State Operating Budget passed by the 2011 Legislature and re-affirmed in the 2012 Supplemental Operating Budget contains a proviso mandating that the Washington State Parks and Recreation Commission submit a report to the Office of Financial Management. The proviso directs the Commission to detail in the report its progress toward making the park system self-supporting and outlining any additional statutory changes needed for successful implementation.

State Parks asks public to weigh in
 

Fort Worden- June 10, 2012 - Should the State Parks system operate more like an enterprise-based hospitality industry, a public conservation asset based mostly on grant and tax funding - or perhaps a system of parks freely standing as community non-profit entities? What do people love about their park system, and what improvements need to be made?

These and other questions are being considered and discussed as part of a broad public outreach effort by Washington State Parks and Recreation Commission staff. About 45 people attended the June 10th meeting at Fort Worden. Much of the Fort Worden meeting centered around discussing Parks' proposed Transformative Strategy, which included an in-depth review of its Strategic Alternative Analysis.

The Strategic Alternative Analysis and other information is on the State Parks Beyond 2013 web page. Documents with public comments have been added on August 7, 2012.




The Washington State Parks Commission meeting in Yakima on May 24, 2012 included a report (no Action to be taken) "on the status of conversations with the Fort Worden Lifelong Learning Center Public Development Authority and other stakeholders regarding the future of Fort Worden State Park." Substitute Proposed Requested Action for Item E-5 It was proposed by the PDA jointly with State Parks and ultimately adopted and approved by State Parks Commission on March 29, 2012 with a few minor revisions (deleted the word "entire" in #3 and added in "of real and personal property" in #6). OLYMPIA – Nov. 13, 2012 – The Washington State Parks and Recreation Commission invites the public to a meeting on the future governance of Fort Worden State Park in Port Townsend.

The meeting is from 7 to 9 p.m. Nov. 29 at Fort Worden State Park, Commons Building, 200 Battery Way in Port Townsend. The purpose of the meeting is to give the public an opportunity to provide comments on a staff recommendation for the future governance of Fort Worden State Park that will be presented to the Commission at its Dec. 6 meeting in Monroe.

The Commission will consider the potential of a portion of Fort Worden State Park being managed by the Port Townsend Lifelong Learning Center Public Development Authority (PDA). The conversation regarding options for the optimal future management of Fort Worden State Park has been under way since 2004. The Commission in 2007 adopted a vision for Fort Worden as a center for life-long learning by providing a broad array of meaningful experiences for a diverse audience of visitors. In 2008, the Commission directed staff to pursue making Fort Worden State Park a Life-Long Learning Center with the assistance of a non-profit partner.

As of November 20 the proposal to be presented to the Commission is available at www.parks.wa.gov/agency/commissionmeetings/. All comments received by staff at the Nov. 29 public meeting will be forwarded to the Commission prior to the Dec. 6 meeting. Those who wish to comment directly to the Commission may attend the Dec. 6 meeting or send a letter to the State Parks Commission, 1111 Israel Road SW, Olympia, WA 98504. Public input sought by PDA Business Plan Consultant

The Fort Worden Lifelong Learning Center Public Development Authority (PDA) has begun the process of developing a business plan that will eventually be presented for consideration at the Washington State Parks and Recreation Commission meeting on October 25th in Vancouver WA. The FW PDA has hired PROS Consulting to perform this work for them and Brian Trusty is the project manager responsible for pulling together the plan. The FW PDA and Brian are both interested in ensuring that you have an opportunity to contribute to the plan by means of providing insight regarding your priorities, values and thoughts on the subject of the PDA being a potential management partner with Washington State Parks at Fort Worden. Brian will be facilitating a public meeting on July 25th from 7 PM to 9 PM in the Pope Marine Building in downtown Port Townsend. Additionally, Brian will be in Olympia on the morning of July 25th to meet with Washington State Parks leadership. Below are some areas of focus Brian has indicated he will be posing to the stakeholders at Fort Worden and the community:

  • Your vision for how a management agreement can be developed and can work
  • Your concerns about a potential management agreement
  • Your thoughts regarding the PDA as a potential management partner at Fort Worden

The Executive Committee will be reviewing the RFQs on Tuesday afternoon and will bring a recommendation to the full board on Wednesday morning. The request for RFQs is on the FWPDA website if you want to review it again prior to the meeting. The advertisement for RFQs was published in the Daily Journal of Commerce on Monday, May 21.

Item 5 and 6 are background. Item 5 contains a State Parks staff presentation on fees and an outline on the transformative strategy that State Parks will be discussing around the state this summer. The last 7 pages are slides the PDA presented at the Commission meeting in Yakima on the 24th.

Item 6 is a summary on the potential for philanthropic fundraising opportunities to help State Parks raise money to offset its general fund cuts.
